In the 2022 General Elections, Pamoja for Transformation and partners implemented the Promoting Community Resilience Towards Peaceful Elections (PCR) project. The 8-month project was steered by a network of our trained grassroots-level peace champions, state and non-state actors, cross border Boda Boda peace champions’ network and ad hoc election security networks. < Back VOICE – Ajenda Yetu: Non-Violent Advocacy Capacity Training for Youth and Governance Advocates in Siaya County Location Ugunja, Siaya County, Kenya Location P4T successfully conducted a five-day Non-Violent Advocacy Capacity Training (NVCT) from 27th to 31st July 2026 in Ugunja, Siaya County, under the VOICE – Ajenda Yetu project. The training brought together 26 participants (15 male, 11 female) comprising youth leaders, women advocates, representatives from Civil Society Organizations (CSOs), Community-Based Organizations (CBOs), and local accountability actors. The training was designed to equip governance advocates with practical knowledge and skills to drive citizen-led accountability, peaceful advocacy, and structured engagement with duty bearers at the county and sub-county levels. Training Focus Areas Over the course of the week, participants engaged in interactive sessions covering: Governance and Citizen Participation – Understanding structures, rights, and mechanisms for civic engagement Community Mobilization – Strategies for rallying citizens around shared priorities Conflict Analysis – Tools for identifying, understanding, and addressing community tensions Issue-Based Politics – Shifting advocacy from personality-driven to policy-driven engagement Non-Violent Advocacy – Principles, tactics, and best practices for peaceful civic action Coalition Building – Strengthening collective voice through strategic partnerships Citizen Manifesto Development – Laying the foundation for a community-driven Siaya County Citizen Manifesto Key Outcomes The training yielded significant and measurable outcomes: Increased Knowledge & Skills: Participants demonstrated enhanced understanding and practical competence in non-violent advocacy, governance accountability, and community mobilization. Initiation of the Citizen Manifesto: Participants began the process of developing a Siaya County Citizen Manifesto — a community-owned document that will articulate citizen priorities and serve as a reference framework for engagements with duty bearers and stakeholders. Enhanced Commitment to Evidence-Based Advocacy: Participants expressed a strengthened resolve to engage duty bearers using data, research, and structured advocacy approaches. Action Plans Developed: Each participant developed an individual workplan, while collaborative constituency/sub-county action plans were created to guide the implementation of advocacy initiatives, duty bearer engagements, and community priority identification processes. Looking Ahead The NVCT training marks a foundational milestone in the VOICE – Ajenda Yetu project's mission to strengthen citizen participation and accountability in Siaya County. In the coming weeks and months, trained advocates will: Implement their constituency and sub-county action plans Engage relevant duty bearers on identified citizen concerns Facilitate community dialogues to identify and prioritize local issues Continue developing and refining the Siaya County Citizen Manifesto Build coalitions for sustained, non-violent advocacy Pamoja remains committed to walking alongside these advocates as they champion the rights and priorities of their communities. Skills and Enterprise Development The program's primary goal is to enhance the economic productivity of disadvantaged women and youth-led micro, small, and medium enterprises (MSMEs) through various interventions. These interventions include skills development, wealth creation, and promoting resilience and adaptation. To achieve this, the program provides a comprehensive range of support to disadvantaged women and youth. This support includes technical skills training, soft skills development, entrepreneurship knowledge, and assistance with market and financial linkages. By equipping them with these capacities, the program aims to enhance their ability to generate income, create employment opportunities, and support sustainable livelihoods. By focusing on economic independence and interdependence, the program aims to create a sustainable ecosystem that promotes market and financial access for participants. This, in turn, reduces their economic vulnerability and enhances their responsiveness and resilience at both individual and societal levels. Overall, the program seeks to empower disadvantaged women and youth by providing them with the necessary skills, knowledge, and resources to improve their economic productivity. Through the creation of income-generating opportunities, employment, and sustainable livelihoods, the program aims to contribute to their economic independence, reduce vulnerability, and enhance their overall well-being. Our Approach The program is anchored on the SME LOOP Business Training and Coaching model which is designed to support small and medium-sized enterprises (SMEs) in increasing and sustaining employment and income generation. The model takes a systematic approach by targeting various value chains and implementing a customized cyclical capacity building process. The program combines coaching cycles with credit facilities, which are guaranteed through a toolkit. This allows SMEs to access financial resources for their business operations. Additionally, the model focuses on facilitating linkages to market opportunities, enabling SMEs to reach potential customers and expand their business networks. The program also emphasizes the importance of exchange and learning platforms for knowledge growth and peer support. SMEs can participate in workshops, seminars, and networking events, where they can share experiences, learn from industry experts, and collaborate with their peers. In addition to business training and coaching, the program delivers technical and vocational skills that are relevant to the job market. These skills aim to equip individuals with the necessary capabilities to either become valuable employees or start their own businesses. The program also includes trade tests or assessments to validate the skills acquired by participants. Peace and Governance This program aims to contribute to the existence and operationalization of governance framework and practices that safeguard justice, equity, the rule of law, inclusivity, cohesion, and civic participation. Through the program, we engage in policy influencing and facilitate improved civic engagements and access to justice. This program acts as the fulcrum and equilibrium that provides the impetus and Lense for supporting the development and implementation of the climate change and SED programs. The program is premised on the philosophy that; all development needs are conflict context, therefore conscious integration of peace and development through climate change and SED programming is critical. Interventions are entrenched within the governance structure at the community county and national levels since our interventions compliment and support the Government development agenda. Our Approach The program adopts an integrated, interactive approach to conflict transformation by providing tools and resources through accountable service delivery, capacity building, research, civic engagement, policy advocacy, dialogue and mediation. The interventions are pitched at both the demand and supply side of the peace and governance infrastructure. Climate Resilience Program This program aims at building a climate resilient phenomenon as well as foster mitigation through community and national capacity development of climate actions to deal with the impacts of climate change. Our Approach The program is premised on an integrated approach that promotes sustainable agriculture, circular economy in developing capacities of women and youth led SME’s but also invest in technological innovations that contribute to climate resilience. The program operates at the nexus between policy and action for resilience building and innovation within the green and blue economy value chains. Further, the program focuses on renewable energy sub-sector in order to foster economic growth, enhance access, affordability, availability towards food security and job opportunities while conserving the natural ecosystem. The program acknowledges that depletion of the natural ecosystem and the climatic changes not only affect the human livelihoods, but also breeds conflicts arising from unsustainable utilization of the environment and its attendant resources. Thus, scarcity of natural resources, worsens environmental conditions and increases livelihood threats by causing stiffer competition over land, pasture, water, fish, minerals and forest resources. The project aims to enhance the income performance of these MSEs and increase their chances of employment opportunities, through provision of technical support, coaching, and entrepreneurship, business and financial training to MSE owners. The support offered is tailored to meet the specific needs of the local market, providing a holistic approach to entrepreneurship development. < Back Outcome Harvesting for the Enhancing Good Governance in Kisumu and Bungoma Counties Location Kakamega Location Peace and Governance August 2025 | Kakamega County Pamoja for Transformation, with support from GIZ-CPS, recently concluded a comprehensive Outcome Harvesting Evaluation of the project “Enhancing Good Governance in Kisumu and Bungoma Counties.” The two-day evaluation exercise, held on 18th–19th August 2023 in Kakamega County, brought together key stakeholders, community representatives, and project beneficiaries to reflect on achievements, challenges, and lessons learned over the past 12 months. Key Findings Across Three Levels of Change At the Individual Level: The project successfully empowered youth advocates through targeted training, equipping them with foundational skills in governance and advocacy. These champions have since actively engaged county stakeholders to demand improved service delivery. However, participants noted that the three-day training duration was insufficient for mastering complex advocacy concepts, highlighting a need for more sustained capacity building. At the Community Level: Communities in both counties have shown increased receptiveness to collaborative, non-violent approaches in advocating for their rights. Working alongside youth peace champions, residents are now more confident in engaging local authorities constructively significant shift toward peaceful civic participation. At the Institutional Level: Both Kisumu and Bungoma Counties are advancing peace policy development, though the processes remain slow and resource intensive. While Bungoma has a youth policy in place (currently requiring review), Kisumu is in the early stages of formulating its own. The evaluation emphasized that policy adoption and implementation will require long-term advocacy, strategic stakeholder engagement, and dedicated resources. Notably, embedding peace advocates within existing Community-Based Organizations (CBOs) and NGOs proved vital for sustainability, ensuring continuity beyond the project lifecycle. Looking Ahead: Recommendations Based on the findings, the evaluation offers actionable recommendations for future phases, including: Extending training durations and offering follow-up mentorship for youth advocates Developing a structured advocacy action plan to support policy implementation Strengthening feedback loops with county governments Securing longer timeframes and flexible funding to match the pace of institutional change This outcome harvesting exercise not only validated the project’s impact but also laid a strong foundation for deeper, more sustainable governance reforms in Western Kenya.
