The Department of Lands, Physical Planning, Housing and Urban Development, in partnership with the Food and Agriculture Organization of the United Nations (FAO) and Pamoja for Transformation Trust (P4T), has successfully concluded a two-day Technical Stakeholders' Review Workshop for the Draft Siaya County Land Management Policy at Candela Hotel, Siaya.
The workshop, officially opened by Mr. Moses Mugendi, Deputy Director of the National Lands Information Management System (NLIMS), brought together land practitioners from national and county governments, civil society organizations, gender and land rights advocates, development partners, and technical experts.
Workshop Objectives & Outcomes

As the third stakeholder engagement forum in the policy development process, the session focused on:
Technical validation of the draft policy content
Incorporating inclusive feedback to enhance policy clarity, feasibility, and equity
Finalizing a roadmap for county-level approval, adoption, and implementation
Key thematic areas addressed included land use planning, land administration systems, natural resource governance, county land information management, and the integration of Geographic Information Systems (GIS) infrastructure to support transparent and efficient land processes.

A Collaborative Approach to Land Governance
Mr. Mugendi emphasized that a comprehensive, inclusive, and sustainable land policy framework is essential for effective land administration, dispute resolution, and spatial planning in Siaya County. The participatory nature of this process ensures that the final policy reflects the diverse needs and rights of all land users—particularly women, youth, and marginalized communities.
Next Steps
With stakeholder inputs now integrated, the draft policy will undergo final technical review before submission to the Siaya County Executive and Assembly for formal approval. P4T, FAO, and county partners remain committed to supporting a transparent, evidence-based adoption process that strengthens land governance and advances sustainable development outcomes.
